The plane lowered to extremely low altitude and made two circles above the residential buildings; at the moment of flight, the plane shot down several television antennas on some of the houses. On the third lap, the plane gained altitude and at 8 hours and 20 minutes the pilot directed the plane to a five-story apartment building at Stepnaya Street. 43/1.

The plane struck a hole about two meters in the facade in the area of ​​the staircase between the third and fourth floors. The pilot himself died at the moment of impact, his head was blown off. When the plane fell down, the whole entrance was on fire - the plane was filled to capacity.

So Vladimir Serkov decided to settle accounts with the mother-in-law and his ex-wife, who as it turned out later was not at home, because the day before he said that on September 26 he would commit a ram to the mother-in-law’s apartment, where his wife had gone.The mother-in-law and wife, taking the child, left the apartment that morning.

For the first half hour, people saved themselves, who came out from the balconies, who tried to climb onto the roof from the upper floors. Children were thrown on blankets stretched below. All the staircases of the house were enveloped in fire, since the doors of the apartments at that time were wooden - many apartments started a fire. Arrived the first two cars were able to push the stairs only to the third floor. The arriving fire truck with a staircase to the fifth floor arrived only thirty minutes later.

In general, the pilot led the plane to the kitchen window, where his family was supposed to have breakfast - but the tall tree forced him to take a little to the side, and the blow fell on the stairwell. The reason for this ram was the statement of Tatiana's wife - that she filed for divorce. Before that, there was a big quarrel, and Tatiana took the child and went to her mother, saying that she was divorcing Vladimir. Vladimir asked not to file for divorce, but his wife was adamant. And as a result, he decided to go to extreme measures. He stated that the mother-in-law and wife Tatiana were to blame for the fact that his fate did not work out, his career and family life. The fact that he will commit a ram, he said openly.

Analysis of debris took place all day, during the day all the residents of the house were settled at other addresses, the next day the house was fenced and within two weeks the wall panels were replaced and the building was overhauled.

This story did not appear in the media, or in the newspapers, or on the radio was not a word. So far, some of the materials on this case are classified. Now this house is still standing, but there are no witnesses to the disaster from the residents of the house. Many moved, who died. About the catastrophe only remind panels of a slightly different color.

Details of the investigation file

KVS 116 flight squad Serkov, born in 1952, at 04:06 Moscow time (08:06 local time) made an unauthorized take-off from the Novosibirsk (North) highway and at 04:16 made a ram of a five-story panel residential building in the city of Novosibirsk at st. Steppe 43/1.
The plane hit the wall of the house in the area of ​​the staircase between the third and fourth floors of the first entrance. The wall was pierced. The engine separated from the aircraft and fell on the landing 3 floors. The plane was fueled with 800 liters of gasoline. Fuel leaked onto the stairwell, ignited and flowed down to the first floor.The plane fell to the ground near the entrance to the entrance, collapsed and burned. The house started a strong fire. Fire crews arrived at the scene in 5 minutes. The fire was extinguished after 57 minutes. The rescue of the tenants of the house, due to the impossibility of evacuation through the staircase, was made through window openings using stairs and stretched soft ladders.
As a result of the incident, Serkov FAC and three residents of the house, including two children born in 1970 and 1972, died. Another child born in 1972, who suffered burns, died in the hospital on 04.10.76. 11 residents were injured and burned (4 heavy, 5 moderate, 2 light).
The integrity of the supporting structures of the house in the area of ​​the staircase of the first entrance with the spread of these destructions on the structures of the 4–5 floor of the second entrance was destroyed (about 30 apartments were damaged).
Alcohol was not detected in Serkov’s blood and urine tests.

Serkov V.F. He graduated from the Buguruslan Flight School in 1972. He worked at Tomsk OAO as a co-pilot of the An-2. From October 1973, he transferred to the 116th summer squad of the Novosibirsk JSC as the co-pilot of the An-2. From 10.10.75 - FAC An-2. 2 605 hours flown, of which FAC - 731 hours.
In 1972 he married Tatiana Samoilovna Kotova. He has a son of 2.5 years.

Recently, an abnormal relationship with his wife has developed in his family.09/20/76 they filed for divorce. They were handed subpoenas to the court on 30.09.76. After that Serkov flew off on a business trip to Barabinsk. 09/25/76 Serkov made an additional flight to the base, took all measures to fly to Barabinsk, but due to the lack of a plan for departure, he made a request at 06:00 Moscow time 09/26/76. After that, he left the airport for the city.
In the evening, Serkov saw his wife on the street talking to an unfamiliar man (according to Kotova’s testimony, returning from the pharmacy to her parents ’apartment at 43/1 Stepnaya St., she met her acquaintance with whom she spoke for no more than three minutes). After waiting for them to leave, Serkov approached his wife and stabbed her in the face. Then the conflict continued in the apartment of her parents, where Serkov began to strike her, until his mother, Kotova, stopped him. After that, Serkov came to his mother's apartment (in another house on the same street) in an excited state, told about the incident, went with his brother to the bathhouse and went to bed.

09/26/76 at 03:15 Moscow time, he arrived at the airport, leaving his mother's suicide note in which he indicated his intention to die, “taking with him” his wife and son. He called the reason for his decision that “with real nerves I could not start from the beginning,” and yesterday’s conflict with my wife was “the last straw that filled the cup.”2 hours and 45 minutes before the stated time of departure (in violation of the GA-71 SPE), Serkov underwent medical control. The paramedic, he presented the operational task without the specified time of departure. Since there is no flight plan in the medical center, and the previously established procedures in the Novosibirsk JSC crews made similar departures for operational tasks, the paramedic freely conducted the medical examination of Serkov, who did not reveal any deviations.

Not having completed the preflight training in the navigator room, 2 hours and 34 minutes before the stated departure time, he received ship documents for the aircraft at PDO and arrived 2 hours and 10 minutes before the departure time. The attendant on the parking only on the basis of personal knowledge of the pilot and the flight plan gave him the keys.

After the end of testing the engine, Serkov requested permission to transfer to the parking lot of the 116th flight detachment. Circle manager allowed. He flew to the parking of the aircraft, Serkov turned towards the airfield and made an unauthorized takeoff across the launch with MK = 270 °. The dispatchers of the circle and the start, having detected the take-off of the aircraft without permission and communication, showed embarrassment and only after 2 minutes began to call the aircraft to communicate.At 04:08, to the SDP request: “Where are you located?” Serkov replied: “I am above the backwater”. The following question: "Where did you go?" Then, at the request of the dispatcher to repeat, he repeated this message and did not respond to subsequent requests. No instructions, recommendations on the termination of unauthorized flight on board was not transmitted.

After completing two laps in the street. Steppe, the pilot sent the plane to the part of the house where his wife and child were in the apartment of their parents. The plane collided with the house, collapsed and burned. None of the relatives of Serkov was hurt.

In 1971, Serkov had an epileptic seizure. He was called an ambulance. Twice, in 1974 and 1975, he received household head injuries (according to Serkov, the first time he fell from the cedar when he went into the forest, and the second time he was pushed out of the bus). After these cases, according to the testimony of his wife, he often complained of headaches and constantly carried with him headache pills. He refused to seek medical help, fearing withdrawal from flight work.According to his wife, during the period of living together her husband repeatedly simulated suicide by applying razors and other sharp objects to cut his skin. Marked deviations in the state of health Serkov carefully concealed, so he did not undergo a targeted medical examination.

Conclusion: The immediate cause of the emergency was the neuro-mental imbalance of Serkov's FAC caused by a conflict in the family and a hidden disease of the nervous system. FAC Serkov is the main culprit of emergency.
The incident contributed to:
1) the unsatisfactory work of the command and management staff of the Novosibirsk airline to study moral and volitional qualities in their subordinates, their behavior in everyday life, relationships in the family, interests and inclinations.
2) weak work among personnel to increase vigilance, responsibility for compliance with and maintenance of established rules of the regime.
3) violation of the rules of passage of pre-flight medical control and insufficient study of the psychophysical characteristics of the flight personnel.
4) the presence of gross violations and deviations from the requirements of the governing documents in matters of pre-flight preparation, reception and transmission of the Armed Forces, as well as passive actions of the traffic service to curb the flight, which allowed the FAC to receive the offense to Serkov and to commit the crime.
